Dr. Peter Navarro is an American economist who currently serves as the senior counselor for trade and manufacturing to U.S. President Donald Trump since January 2025. 

He previously served in the first Trump administration, initially as the director of the White House National Trade Council, a position established in January 2017, and later as the director of the Office of Trade and Manufacturing Policy (OTMP), which advises the president on policies to boost economic growth, reduce the trade deficit, and strengthen domestic manufacturing and defense industrial bases.

Navarro holds a Ph.D. in economics from Harvard University, which he received in 1986, as well as an M.P.A. from Harvard’s Kennedy School of Government. 

He is a professor emeritus of economics and public policy at the Paul Merage School of Business at the University of California, Irvine, where he taught for over 20 years starting in 1989. 

He was recognized for his teaching excellence, receiving UCI’s Distinguished Faculty Award for Teaching in 2016, and was a pioneer in online education at the university.
